Hydrogen, listen for two sessions! The Government Work Report first mentions hydrogen energy: accelerating the development of cutting-edge emerging hydrogen energy industries
On March 5, 2024, Premier Li Qiang of the State Council delivered the Government Work Report at the National People's Congress and Chinese People's Political Consultative Conference. Among the key points of the published report, hydrogen energy is listed as a key focus for 2024:
The report covers topics closely related to energy development, such as energy revolution, carbon peak and carbon neutrality, control of fossil energy consumption, development of new energy storage, and export of "new three types". And for the first time, it was mentioned that accelerating the development of cutting-edge emerging hydrogen energy industry is a great benefit for the hydrogen energy industry.
The report proposes to vigorously promote the construction of a modern industrial system and accelerate the development of new quality productive forces. In actively cultivating emerging and future industries, it is proposed to consolidate and expand the leading advantages of industries such as intelligent connected new energy vehicles, and accelerate the development of cutting-edge emerging hydrogen energy, new materials, innovative drugs, and other industries.
This is the first time that hydrogen energy, as a cutting-edge emerging industry, has entered the government work report.
Five Year Review:
In 2019, hydrogen energy entered the government work report for the first time, which added "hydrogen refueling station construction" in the "Explanation of the Revision of the Report on the Implementation of the 2018 National Economic and Social Development Plan and the Draft 2019 National Economic and Social Development Plan".
From 2020 to 2023, hydrogen energy was not mentioned in government work reports.
In recent years, there have been no guidelines for accelerating the development of the hydrogen energy industry in the draft national annual economic and social development plan.
This time, unlike five years ago, in the main body of the Government Work Report, there is an important mention of "accelerating the development of cutting-edge emerging hydrogen energy and other industries".
The proposals of National People's Congress representatives regarding the expansion of fuel cell vehicle urban clusters, expansion of hydrogen energy applications in non transportation fields, acceleration of green hydrogen development, and improvement of hydrogen energy subsidies and management standards have been extensively mentioned.
In 2019, after the construction of hydrogen refueling stations entered the government work report, China's hydrogen refueling station construction and the promotion of hydrogen fuel cell vehicles entered a new stage of development.
This time, hydrogen energy, as a cutting-edge emerging industry, has entered the Government Work Report for the first time, which has further strengthened the industry's confidence and also means that the position and role of hydrogen energy have been accepted and recognized in the process of energy system reconstruction. Under the "dual carbon" goal, the clean energy attribute of hydrogen energy will play a greater role.
With the significant transformation of the central government's hydrogen energy planning, the development environment of the domestic hydrogen energy industry may significantly improve in the next two years, and China's hydrogen energy industry is expected to take another big step!
