Policy standards force the hydrogen industry to speed up
In recent years, the state has successively introduced various policies related to hydrogen production from renewable energy sources to provide a good environment for the development of the industry. In March 2022, the "Medium and Long-Term Plan for the Development of Hydrogen Energy Industry (2021-2035)" officially issued by the National Development and Reform Commission clearly stated: "By 2025, renewable energy hydrogen production will reach 100,000 tons/year to 200,000 tons/year, becoming an important part of new hydrogen energy consumption; By 2030, hydrogen production from renewable energy sources will be widely used to support the realization of the carbon peak goal; By 2035, the proportion of hydrogen production from renewable energy sources in terminal energy consumption will increase significantly, which will play an important supporting role in the development of green energy transformation."
In June 2024, a number of policies continued to be released, which continued to benefit industrial development. The National Development and Reform Commission issued the "Special Action Plan for Energy Conservation and carbon Reduction in cement Industry", "Special Action Plan for Energy Conservation and carbon Reduction in synthetic ammonia Industry", "Special Action Plan for energy conservation and carbon Reduction in oil refining industry" and "Special Action Plan for energy conservation and carbon Reduction in steel industry" four energy conservation and carbon reduction action plans, all of which regard hydrogen energy as an important force to promote the green transformation of the industry. It marks the increasingly prominent position of hydrogen energy in China's energy saving and emission reduction strategy. At the same time, the "Natural Gas Utilization Management Measures" issued by the National Development and Reform Commission, starting from the orientation of "tightening the application of natural gas and leaving space for hydrogen energy application", on the one hand, the use of natural gas in the production of methanol and ammonia is restricted, and at the same time, hydrogen energy application scenarios are continuously expanded in natural gas hydrogen blending projects, the application of hydrogen fuel in transportation vehicles, and hydrogen-electric coupling projects.
In addition, the Ministry of Transport, the Ministry of Industry and Information Technology and other 13 ministries and commissions jointly issued the "Transportation large-scale equipment update action Plan" on the application of hydrogen energy also has a heavy emphasis. For example, in the elimination and renewal of old diesel trucks, it is required to promote new energy trucks in an orderly manner. Scientific layout, moderately ahead of the construction of new energy vehicle supporting infrastructure along the highway, explore the construction of overcharging stations, power stations, hydrogen refueling stations, etc.
Ministries new policies, local new measures. Since the "14th Five-Year Plan", local policies have continued to be introduced, and a total of 14 provinces (cities), such as Inner Mongolia, Beijing, and Shanghai, have issued hydrogen energy-related policies. It is worth mentioning that the Guangdong Provincial Development and Reform Commission recently issued the "Guangdong Guangzhan Hydrogen high-speed demonstration Project implementation Plan" proposed that by the end of 2024, the initial formation of the Guangzhan high-speed along the Pearl River Delta region hydrogen cold chain logistics network.
It is reported that this is the first hydrogen energy high-speed project launched in Guangdong Province, and also the first provincial hydrogen energy high-speed implementation plan, which is expected to further promote the construction of hydrogen fuel cell vehicle demonstration city clusters in Guangdong Province, and is expected to further promote the development of hydrogen energy industry. Some experts said that Guangdong Province through a "cold chain logistics" grasp to leverage the commercialization of hydrogen energy, through more than 2,000 hydrogen fuel logistics vehicles, hydrogen station construction, hydrogen consumption and other forms for the Pearl River Delta region trunk logistics and feeder logistics network, and actively explore sustainable development of business models, so that hydrogen energy to obtain greater space for development. At the same time, the relevant national ministries and commissions continue to pay attention to the standard work of hydrogen energy. As early as August 2023, the National Standards Commission, the National Energy Administration and other six departments jointly issued the "Hydrogen Energy Industry standard System Construction Guide (2023 version)", the system to build the hydrogen energy storage and transportation industry chain standard system, covering 111 current national standards and industry standards, 28 under development and 19 planned to develop national standards and industry standards.
In order to further improve the technical threshold of hydrogen energy products, reduce the connection cost of all links of the industrial chain, and promote the high-quality development of the hydrogen energy industry, in June 2024, the Ministry of Industry and Information Technology and the National Energy Administration successively issued a number of hydrogen energy industry standards.
At the beginning of June, the Ministry of Industry and Information Technology proposed the notice of the second batch of industry standard revision and foreign version project plan in 2024, and the documents all included the formulation of two parts of hydrogen energy industry standards. At the end of June, the National Energy Administration issued a notice on publicly soliciting opinions on the proposed industry standard revision plan and foreign language translation plan in the energy field in 2024, 20 new hydrogen energy standards will be newly formulated, and 1 hydrogen energy standard will be revised. It covers technical specifications, test specifications and engineering specifications in various fields such as test methods, hydrogen energy storage power stations, hydrogen power generation, renewable energy hydrogen production, hydrogen storage pipelines, etc.
Favorable policies and standards promote the continuous growth of China's hydrogen industry. Statistics show that in the first half of 2024, China's hydrogen energy industry is guided by the national hydrogen energy industry policy planning, more than 30 provinces have issued hydrogen energy industry support policies, and the policy and institutional protection have been continuously improved, and all localities have promoted clean and low hydrogen energy and terminal demonstration applications according to local conditions. The capacity scale of renewable hydrogen projects has exceeded 100,000 tons/year, and infrastructure construction has accelerated. More than 500 hydrogen refueling stations have been built, and new quality productivity in the energy sector has been actively created.
The "hydrogen" wind strikes, improving the ESG performance of the logistics industry
As a national strategy, carbon peak carbon neutrality is an important goal for China to achieve green development and ecological civilization construction. Actively and steadily promoting the "double carbon" goal and implementing the "1+N" policy system has become the general consensus of all walks of life, and it also requires the participation of governments at all levels, enterprises and the public.
In March 2024, 18 departments including the State Administration for Market Supervision jointly issued the "Action Plan for Implementing the National Standardization Development Program", which emphasized the importance of green development and the establishment of a carbon peak carbon neutral standard system, pointing out that enterprises need to follow more stringent environmental standards for energy conservation and emission reduction, green production practices, so as to improve the overall environmental performance. This not only helps to improve the company's ESG performance, but also promotes the in-depth implementation of the concept of sustainable development.
As the development of hydrogen energy industry is highly consistent with the concept of ESG, it will help improve the ESG performance of enterprises and attract more socially responsible investment. More and more enterprises will join in the preparation of standards. On July 10, 2024, the first "hydrogen, oil, gas and electricity" comprehensive energy station in Xinjiang, built by Urumqi Longshengda Environmental Protection Technology Co., LTD., was officially opened and put into operation. More than 10 hydrogen light trucks and heavy trucks filled with "green hydrogen" of Lingniu Hydrogen Energy slowly drove out from the station, and the "last 1 kilometer" of the hydrogen energy industry demonstration application field in the economic development zone was then connected.
"Hydrogen vehicles drink hydrogen and discharge water. Compared with fuel vehicles and pure electric vehicles, hydrogen vehicles have the advantages of high energy conversion efficiency, no pollution, zero emission and long endurance. More than 10 vehicles in this batch will all participate in the cold chain logistics and urban distribution business in Urumqi." Pu Hongxia, CEO of Lingniu Hydrogen Energy, introduced that in the later stage, the company will continue to put other models such as hydrogen energy in the car, and gradually enrich the hydrogen energy application demonstration scene in the economic development zone. "In the next three years, we plan to cooperate with Longshengda to develop gas + vehicle + station, promote 600 hydrogen vehicles, establish a professional hydrogen vehicle operation and maintenance team, provide customers with reliable services without worry about using cars and hydrogenation, and easily realize green transportation upgrade."

In April, Sinotrans and Leingu Hydrogen Energy joined hands to jointly build the Yangtze River Delta hydrogen high-speed green route to provide more options and demonstration for the decarbonization of global road transport. Through normal operation, the project is expected to achieve carbon reduction of 71996KG/ year per vehicle, which will effectively accelerate the commercial application of China's clean energy technology and equipment in transportation. More than that, in March this year, Zhejiang Zhapu Economic Development Zone (Jiaxing Port District) held a concentrated signing ceremony for the first quarter of 2024, a total of 9 projects were signed, covering hydrogen energy, electricity, new materials and other fields, with an investment scale of more than 14 billion yuan. This signing, Lingniu Hydrogen energy chose to continue to "increase" the development of hydrogen energy in the port area, and invested 370 million yuan to build the Yangtze Delta Lingniu green hydrogen energy operation center project. The project will build a digital operation center for hydrogen energy equipment, purchase and rent hydrogen vehicles, and carry out hydrogen vehicle operation business, and it is planned to operate 1,000 hydrogen vehicles by 2027.
Pu Hongxia said that Lingniu Hydrogen Energy will take Jiaxing Port area as the starting point, and will promote 1,000 hydrogen trucks and 1,000 hydrogen forklifts nationwide in 2025, while developing hydrogen shipping, promoting 20 hydrogen vessels, creating the world's first hydrogen green public water transport project, and radiating hydrogen green transportation from Jiaxing Port area to the entire Yangtze River Delta.
