On January 23, 2024, on the occasion of the Shanghai Two Sessions, Lin Hua, a representative of the Shanghai Municipal People's Congress and Secretary of the Party Committee and Chairman of Shanghai Electric Power Co., Ltd., submitted a proposal to the conference on accelerating the innovative development of hydrogen based energy in Shanghai. He pointed out that under the trend of global low-carbon development, international shipping giants are vigorously promoting the fuel substitution of green methanol. Shanghai Port has high-quality conditions to carry out green methanol fuel injection, and it is expected that the demand for green methanol injection will reach 400000-500000 tons/year in the future. The layout of the hydrogen based energy industry chain in Shanghai will help further enhance the core competitiveness and service level of the Shanghai International Shipping, Trade, and Science and Technology Innovation Center.
Lin Hua said that Shanghai is a pioneer in the development of the hydrogen energy industry, and has made some achievements in important technologies and production processes such as hydrogen based energy production, storage and transportation, refueling, fuel cell system integration, but still faces bottlenecks such as prominent supply and demand contradictions, high costs, and difficulties in industrial implementation, which restrict the rapid development of hydrogen based energy.
Therefore, he suggested in the proposal:
Firstly, in some innovative development demonstration areas, hydrogen based energy demonstrations will be carried out first to support the landing of related industrial supporting projects in non chemical zones. Moderate relaxation of regional restrictions on the construction of hydrogen based energy projects will help promote the rapid development of the hydrogen based energy industry. At present, Guangdong, Shandong, Hebei and other regions have successively introduced relevant policies to allow the construction of hydrogen energy projects in non chemical industrial parks. It is recommended that Shanghai appropriately relax the regional restrictions on hydrogen based energy production projects relying on industrial support, and allow projects with moderate scale and controllable risks to land in non chemical zones.
The second is to carry out innovation and application demonstration of green, low-carbon and circular technologies, and achieve the deep utilization of urban waste resources. Lin Hua mentioned in his proposal the first batch of zero carbon creation parks in Shanghai in 2023, namely "Dawn Ecological Park", and the district level characteristic industrial park in Pudong New Area in 2023, namely "Pudong Development · Zero Carbon Green Valley". He suggests relying on the urban wet waste biogas and waste incineration flue gas carbon dioxide capture facilities in these two parks, supporting photovoltaic facilities for producing green hydrogen and green methanol, and constructing an integrated project for deep utilization of Shanghai's zero carbon green valley resources coupled with green electricity to produce green methanol. The optimization and innovation of the "zero carbon green valley model" will provide a distinctive model for solving the dilemma of urban solid waste disposal, helping to build a new development pattern of energy conservation, carbon reduction, and industrial transformation. At the same time, it is recommended to fully activate the existing land resources of the Dawn Ecological Park, carry out integrated application demonstrations of waste green electricity coupling to produce green methanol, create a new model of deep utilization of waste in the "Pudong Development · Zero Carbon Green Valley" resource dual cycle, and build a "Green and Low Carbon Development Demonstration Zone".
The third is to clarify the market positioning and policy support for the application of hydrogen based energy. The current support policies mainly focus on subsidies for the purchase of fuel cell vehicles and the construction or operation of hydrogen refueling stations. There is a lack of relevant policy support in the production and storage of hydrogen from renewable energy electrolysis, which affects the promotion and application of hydrogen based energy. Suggest increasing support for the promotion and application of hydrogen based energy technology, formulating industrial application subsidy policies, and promoting the initial development of industrialization.
The fourth is to strengthen the promotion and training of hydrogen based energy, enhance social awareness and market participation. Propaganda and training are important ways to enhance social awareness and market participation of hydrogen based energy. Therefore, it is necessary to strengthen training and guidance on hydrogen based energy, enhance public awareness and participation, increase market demand and supply of hydrogen based energy, and promote rapid development.

Explore the construction of offshore green hydrogen base models in Lingang New Area and other areas, achieve large-scale supply of green hydrogen, and develop into deep sea areas. 2、 Strategic layout of hydrogen energy integration in the Yangtze River Delta, competing for the global "hydrogen economy" highland. We will focus on the key aspects of industrial chain layout, highlight our own advantages in technology and equipment, take the lead in drawing the Yangtze River Delta hydrogen energy planning roadmap, build a leading demonstration zone for standard coordination and price coordination, and form a group of solutions representing countries actively participating in global competition and energy transformation. Relying on the institutional innovation advantages of building "five centers" and strengthening "four major functions", we will make every effort to build a global hydrogen energy trade and financial service center and intellectual property trading center, and promote the transfer, trading, and implementation of the most advanced hydrogen energy technology at home and abroad in Shanghai.
3、 Trial the legal system first and build a highland for the development of hydrogen energy ecosystem. We can rely on the legislative mechanism in Pudong to explore and clarify the energy attributes of hydrogen through laws. On the basis of scientific and safety regulations, we can break through the limitations of hydrogen production and integrated hydrogen production and refueling stations outside the chemical industry zone, implement mutual recognition and price mechanism coordination among different zones, and focus on solving five key issues through institutional innovation, including hydrogen source controllability, technological integration, hydrogen safety, scenario richness, and functional coupling.
